Mitsubishi Corporation Urban Development, Inc. (Location: Chiyoda-ku, Tokyo; President and CEO: Kenji Morita; hereinafter “Mitsubishi Corporation Urban Development”) and HASEKO Corporation (Location: Minato-ku, Tokyo; President and Representative Director: Satoshi Kumano; hereinafter “HASEKO”) announced on September 1, 2025 that the companies have begun construction of a Neighborhood Shopping Center (NSC)* in Kotesashicho in the city of Tokorozawa, Saitama Prefecture (hereinafter the “project site”). Completion of the project is scheduled for the autumn of 2026.
*Neighborhood Shopping Center (NSC) is a term used by Mitsubishi Corporation Urban Development for a relatively small-scale shopping center with a supermarket as its core tenant, serving nearby residential areas as a commercial center.
Under the project plan, Mitsubishi Corporation Urban Development will acquire a section of the former Seiyu Kotesashicho store site that was acquired by HASEKO in 2023, and together with HASEKO will develop a retail facility on the section to create a Neighborhood Shopping Center (NSC) with a supermarket as its core tenant. Seiyu Co., Ltd. (Location: Musashino-shi, Tokyo; President: Hitoshi Narakino), which has operated at the location for over 40 years, plans to reopen a food supermarket at the site as the core tenant. As such, the project aims to create a facility that will enrich everyday living for the community while contributing to the creation of a vibrant urban space.
The project site is located in a quiet residential area that integrates urban convenience with the natural environment, 4 minutes by foot from Kotesashi Station on the Seibu Ikebukuro Line.
The site occupies a highly visible location facing Hanamizuki-dori Avenue, which runs from the North Exit of the station. This avenue is a key corridor for community activity, used by people day by day for shopping and for commuting to work and school. The area at the North Exit of the station is undergoing phased streetscape enhancement, including walkway expansion and pavement beautification, and has become a safe and comfortable pedestrian space. Every spring, the area’s Hanamizuki Festival attracts many residents of the community and surrounding areas, creating a lively atmosphere and sense of unity in the neighborhood. The plan, which will be undertaken in an appealing location rooted in the lifestyle base and the culture of the community, is expected to play a key role in the retail functions that supports everyday convenience and to generate an even more lively environment in the future.
