Okumura Corporation (Location: Abeno-ku, Osaka; President and Representative Director: Takanori Okumura) and Mitsubishi Corporation Urban Development, Inc. (Location: Chiyoda-ku, Tokyo; President & CEO: Kenji Morita; hereinafter “Mitsubishi Corporation Urban Development”) announced on September 22, 2025 that the companies have begun construction on a Neighborhood Shopping Center (NSC)* in Hirano-ku in the city of Osaka in Osaka Prefecture (hereinafter the “project site”). Completion of the work is scheduled for the winter of 2027.
*Neighborhood Shopping Center (NSC) is a term used by Mitsubishi Corporation Urban Development for a relatively small-scale shopping center with a supermarket as its core tenant, serving nearby residential areas as a commercial center.
Conceptual design of the completed facility
The project will develop retail facilities and logistics facilities on a site owned by Okumura Corporation and leased by Mitsubishi Corporation Urban Development. A Neighborhood Shopping Center (NSC) will be built on the site, with a supermarket and an electronics superstore planned as core tenants. The project aims to create a facility that will enrich everyday living for the community and contribute to building a vibrant urban area.
Located along a local access street 2 minutes by foot from Hirano Station on the JR Kansai Main Line, the project is sited within a residential area encompassing middle- and low-rise housing and neighborhood factories. The Osaka Loop Line runs to the west of the project site, which also offers good access by automobile. The site is expected to attract customers from a wide area. Okumura Corporation and Mitsubishi Corporation Urban Development will develop a NSC that makes optimal use of the characteristics of the project site.
